The Law Office of Bart S. Fisher serves as a problem solver for
governments, corporations, and trade associations. The principal area of
law practice is international trade and investment.
Bart Fisher, the Firm’s principal, has been described as a “founding
father” of the market for internationally trained lawyers (SAISPHERE,
April, 1990), “one of the D.C. trade bar’s pioneers” (The Rushford Report,
June, 1998), “bright” (Fortune, December 14, 1981), and someone who
practices law with “audacity” (New York Times, December 29, 1989).
The approach taken to problems by The Law Office of Bart S. Fisher
recognizes that legal problems and lobbying are inextricably intertwined
in Washington, D.C., where the distinctive element of law practice is the
presence of government and the emphasis on public policy.
Mr. Fisher represented the Government of the People’s Republic of China
(1999-2000) on international trade matters, handling cases under the
Antidumping Law of the United States on fresh garlic and wax candles. Mr.
Fisher currently represents the Government of the Dominican Republic,
which has complained about the dumping of rock ash on two of its beaches
by AES Corporation. He has also represented the governments of Iceland and
Panama.
From 1972 through 1995 Mr. Fisher represented Mars, Incorporated on
foreign market development, spearheading efforts to eliminate tariff and
non-tariff barriers to exports of the company’s confectionery, rice, and
pet food products. He is currently assisting many companies in efforts to
obtain access to the Chinese marketplace.
Mr. Fisher represented The Rice Millers Association in a 10-year struggle
to obtain access to the Japanese rice market for U.S. rice exporters. The
effort finally succeeded in 1994 as part of the Uruguay Round of
Multilateral Trade Negotiations, and Japan is now, by value, the largest
export market for the U.S. rice industry. He successfully represented the
American International Automobile Dealers Association in the 1980
International Trade Commission case brought by Ford and the UAW to limit
imports of automobiles from Japan into the U.S. marketplace.
Mr. Fisher represented 15 United States television broadcasters in 1978 on
a complaint against the Government of Canada which was deleting their
advertisements and denying deductibility for cross-border advertising.
President Carter determined that the border broadcasters’ complaint was
valid, and that Canada had unfairly discriminated against them.
The Law Office of Bart S. Fisher assists enterprises with venture capital
funding. Those activities are undertaken in conjunction with
J J & B, LLC.
Bart Fisher also teaches
American
Trade Policy at the Johns Hopkins School for Advanced International
Studies in Washington, D.C.
Mr. Fisher has also engaged in a substantial amount of pro bono work, and
is Chairman of the Give
Life Foundation.
